There's several ways that I'm aware of, but it depends on how you want to
do 
it and what you want the end result to be.
Option 1:  Paint the black base, clear it with a clear that has a
flattening 
agent in it,
Shoot the flames and while they're still masked off, lay down your ****ny 
clear.
This option is going to leave a ridge but you could always pinstripe
around 
the flames.

Option 2:  Lay down your black base, but you can add some gray tint and/or

some black pearl to give the illusion of flat black or a suede look.  Then

shoot your flames, unmask them and clear the entire thing with ****ny
clear.

Option 1 will probably give you the results you're looking for, if you can

deal with the ridge around the flames.
